Gochugaru are dried chilli flakes used as a spice for kimchi. The Korean gochu chili is not particularly hot, but the amount of chili powder added gives kimchi its beautiful color and eventually spicy taste.
Traditionally, the gochugaru is stirred into a starch paste, which with all sorts of ingredients (garlic, radish, onion) gives the kimchi additional flavor.Check out how kimchi is made here for details.
